acq: possible to create inaccessible selection list

Master, but has probably existed for a while.

This was uncovered in testing Angularized Acq Search (bug 1850547) but this is also a bug in the old Dojo Acq Search. LP Search being what it is, I apologize if I missed a currently-filed bug for this.

To reproduce:
1) Create a new selection list from within Acq Search.
2) Enter one (or several) spaces for the selection list name and create the list.
3) The list is created, but cannot be accessed from acq search results since the (expected) hyperlinked list name just displays as a blank.

The expectation is that the list should not be permitted to save with a name that is later not retrievable (i.e. a name that is exclusively spaces or other characters that renders it non-retrievable).
