At [1][2][3][4] (master/ussuri/train/stein respectively) periodic integration pipelines POST_FAIL on promoted-components-to-tripleo-ci-testing causing all other jobs to skip.

Unfortunately there are no logs produced (e.g. [5]) - however ykarel watched the console directly and saw the issue comes from ara.
The patch at [6] mitigates the issue by disabling ara for now. The patch at [7] will allow us to re-enable it.
