Clicking on Dock icons only able to maximize but unable to minimize

Bug Description
Opened applications
Currently click on dock icons only help to maximize application and unable to minimize by click on the same icon once again. (Then we have to bring cursor to maximized application minimize button)
But on windows 10 has that facility.
