dpkg error on deploy

Installing the bundle listed below as part of a test I'm getting errors during install of neutron-gateway (Rev 283) during install. There's a dpkg error that a juju resolve will clear but the exception in uncaught and normal retry logic will never complete the install. I've provided the bundle although I suspect there's a bit of a race here. I'm triggering it deploying on LXD where all of the units will compete for iops I suspect if you deploy on a resource constrained environment to slow down the install process you'll have more success reproducing it.

Even without a reproduction the debug logs hows the packages that are installing out-of-order if you want to add some try/except logic to block instead of produce an uncaught error the normal retries of juju should handle this.
