Grub won't install on secondary hard drive

I have had windows 10 installed on my system for some time and installed a secondary SSD, upon trying to install Ubuntu 20 with Secure Boot disabled and UEFI turned on, Grub will not install to the EFI 650MB partition that I created in the partition editor.
