Bug Description
There are three gate tests that deploy bionic-queens, bionic-stein and xenial-queens, and that depend on neutron-gateway and neutron-
Testing on LXD requires that the host has the openvswitch linux module loaded, which may break testing on fresh machines (ie. fresh KVM running LXDs).
If possible, such dependency could be removed (ie. in the case no OpenStack networking is required for the tests).
