Bug Description

When a versioned container(enabled object versioning by performing either a PUT or
POST request with the header "X-Versions-Enabled: true") is marked "public"(set by including "X-Container-Read: .r:*,.rlistings" headers with a PUT or a POST request), a get or head request object under the versioned container will throw a 401 Unauthorized response
