SMS Carrier UI Displays Carrier as Active Even if Deactivated

Within the SMS Carrier user interface (Administration -> Server Administration -> SMS Carriers) it has already been noted in https://bugs.launchpad.net/evergreen/+bug/1873539 that the Active column does not display the actual active (true/false) value.

However, when viewing the details of a carrier, the Active flag remains selected, whether that carrier is active or inactive.

The user can deselect the active checkbox and successfully save. Go back into the Carrier details, and the Active box will still be checked (even though the carrier is inactive).

The user will notice whether an SMS Carrier is active or inactive, by interacting with the SMS Carrier dropdown menus within patron registration and hold messaging preferences.
