Resize Window and Zoom to Window should be performed

Tested in 1.7+r1120-202007292146~ubuntu18.04:

1. New image 3000 x 3000. On my laptop zoom level is 30%.
2. Menu Image | Resize Image and set By percentage to: 20%
Problem appears. Picture is resized and zoom level in my case is: 30%. I think zoom level should be set to Window. If I set this manually it 100% of image fits on canvas.

Compare above with the following:
1. New image 3000 x 3000. On my laptop zoom level is 30%.
2. Rectangle Select and select small portion of canvas.
3. From toolbar select Crop to Selection.
And the result is as expected. Picture zooms to 100%.

I crop ans resize images a lot, fixing this would save me a lot of time.

I can reproduce this problem on Pinta 1.7 snap package on Ubuntu 20.04 and also on Pinta 1.8-dev on Ubuntu 20.04: https://github.com/PintaProject/Pinta/actions/runs/459690362

Now that a lot of bugs have been fixed in Pinta 1.8, this is one of the most annoying to me now.
May I kindly suggest to take a consideration to set milestone to 1.8.
