Wagons using OR freight animations have no friction

Wagons that use the ORTSFreightAnims property, such as the tender of Scott Brunner's 2-8-0 ("sco_lhr280.zip" on the trainsim.com file library), do not have any friction simulated.

This appears to have been caused by commit e2aba9e969654930eeebe39f978ec3c6ff894b33, which itself was supposed to fix https://bugs.launchpad.net/or/+bug/1886566 ...
