20.10: package qgis cannot be installed from ubuntu repo

Bug Description

After qgis was uninstalled during the upgrade 19.10 -> 20.04 ( see https://bugs.launchpad.net/ubuntu/+source/ubuntu-release-upgrader/+bug/1889030 ) I tried to reinstall it with `sudo apt-get install qgis` from ubuntu repos (not qgis repos).

The following is the output of apt-get:

        Recommends: qgis-plugin-grass but it is not going to be installed

I'm not sure, if this is a problem caused by the upgrade. All the "Depends" look to me like a general "package dependencies are not properly configured" problem.

Sounds like the upgrade process destroyed something.

Installing qgis with qgis-repos enabled (https://qgis.org/ubuntu-ltr and https://qgis.org/ubuntu ) worked. So I guess something within the package inside ubuntu repos is broken.

Thank you for taking the time to report this bug and trying to help make Ubuntu better. However, it seems that you are not using a software package provided by the official Ubuntu repositories.
