Reboots when resuming from suspend

Bug Description
The strangest thing has started happening almost systematically to me recently:
- I suspend
- I wake up the latpop by shaking the external mouse (note: the fact that shaking the mouse is enough to wake up from suspend is in itself a bug but I got used to it).
- instead of resuming, the computer FUCKING BOOTS
Here's what I upgraded recently:
- At first I was using Ubuntu 16.04; had been using it for years without ever observing this issue a single time
- I upgraded to 20.04 (through 18.04 and 19.10)
- I installed Cinnamon and started using it instead of Gnome
- I installed the kubuntu-desktop package in order to try DKE Plasma Desktop (I first tried by installing the kde-standard package but that's totally broken and logging in with Plasma would result in a screen full of random garbage, so someone suggested I install kubuntu-desktop instead) but I only tried it out; now I'm still always logging in with Cinnamon.
I have only started observing this after I did all that, but I can't tell for sure at what step in the process the issue appeared. It could be that it appeared by upgrading to 20.04, or after installing Cinnamon, and that I only started noticing it now.
I can't tell whether I observe the issue or not when logging in with Gnome or Plasma, because I don't do that often enough, and the issue is randmo: it happens most of the times but I'm not sure it's 100% of the times.
