Add a tunable for sharder stat interval

Currently, we just have it hardcoded at an hour (https://github.com/openstack/swift/blob/2.25.0/swift/container/sharder.py#L539) but if you're tailing logs trying to see what it's doing, that's a long while to wait after a service restart.
