CPU at100% when playing video

Bug Description
On Ubuntu 20.04, the CPU is utilized 100% when playing a video file and video starts skipping. The machine is a netbook with Celeron N4000 processor and 4 GM RAM. There was no such issue with the up-to-date version of previous LTS - 18.04.
Also, I tested with latest Manjaro live CD and the issue does not occur.
