Using python helm plugin to dynamically override helmchart will cause an issue

Bug Description

During openstack upgrade, we need to dynamically override helm chart like below section
conf.database.config_override
in file openstack-helm-infra/mariadb/values.yaml

As for conf.database.config_override, we can override it through
system helm-override-update command.

However, we could not use python plugin to dynamically override it as it will introduce
an addition line with "-|" in the head of the config file.

We have an workaround now in https://review.opendev.org/#/c/739046/
We can use this LP to figure out why we can't use python to modify .conf.database.config_override ?

Based on the stx release meeting (2021-05-19), marking as low priority given this LP has been opened for many months and is not specific to the stx.5.0 release
