Bug Description

A deployment hangs indefinitely when removing ceph-storage services because the ceph-storage.available flag is not being cleared properly. Currently, the ceph cli will not timeout when it is unable to reach the cluster in this code https://github.com/charmed-kubernetes/charm-kubernetes-master/blob/master/lib/charms/layer/kubernetes_master.py#L112-L128
