Azure provider: Bootstrap fails about SKU

Hi,

Tearing down and trying to re-bootstrap with Focal:

| $ juju bootstrap --bootstrap-series focal --bootstrap-constraints "mem=4G cores=2" azure/southeastasia azure-controller-apac
| Creating Juju controller "azure-controller-apac" on azure/southeastasia
| Looking for packaged Juju agent version 2.7.6 for amd64
| Launching controller instance(s) on azure/southeastasia...
| ERROR bootstrap failed, destroying model: cannot start bootstrap instance: selecting SKU for focal: Ubuntu SKUs for released stream not found
| ERROR failed to bootstrap model: cannot start bootstrap instance: selecting SKU for focal: Ubuntu SKUs for released stream not found

Worked fine with Bionic, just not Focal. I also had the same error using other regions (uksouth and westus).

Changing to bionic works:
