This is likely due to one or some of the PPAs you have enabled. Please use the tool ppa-purge from the ppa-purge package to remove the PPAs and try the upgrade again.

After further investigation I've discovered this is actually due to the wine packages you have installed with version 5.0.1~bionic. If you remove those you should be able to upgrade to the next release of Ubuntu.
