ebook-viewer: Bookmarks/TOC resize window when opened

Bug Description

Calibre 4.19 (x64), Windows 10 Home.

"Remember last used window size and position" is unchecked in settings, though the issue also seems to occur with it enabled. If its relevant, "allow only single instance of viewer" is checked.

Steps to replicate:

1. Open an ebook.
2. Open the Table of Contents and/or Bookmarks. (Note that this doesn't resize the window.)
3. Without closing them, close ebook-viewer.
4. Re-open ebook-viewer.

Screenshot attached to demonstrate issue.

Expected behaviour: That the ebook-viewer window retain its original size. (Alternately, that the TOC/Bookmarks are closed when ebook-viewer is exited, though other users may prefer to keep it open.)

Actual behaviour: ebook-viewer window stretches out to fit the opened panels. Getting it back to the original size requires closing panels and restarting viewer.

I cannot replicate this with the option to remember window size set.
Without it set I can replicate and that will be fixed in next release.

Actually, thinking about it, in the case where we ar not remembering
window size, I think resizing the window on startup to better fit
visible panels is correct behavior.
