Thanks for reporting this bug.

Have you tried to do a "sudo apt-get upgrade" since the error?
(I experienced a similar thing and that resolved the issue)

Yes "sudo apt-get upgrade" did it for me too.

This is related to bug 184055, where Matvey Kozhev wrote ( https://bugs.launchpad.net/ubuntu/+source/mono-addins/+bug/184055/comments/4 ):
According to Debian, this issue only occurs when upgrading from mono-addins 0.3-1 to 0.3-2. Previous versions (before 0.3-1) are not affected.
Please see http://bugs.debian.org/cgi-bin/bugreport.cgi?msg=28;att=0;bug=458443 for information about how to unbreak the circular dependency that produces this error.

In short, the above link would like you to run this in a console:
sudo rm /usr/share/cli-common/packages.d/policy.0.2.Mono.Addins.*

after that, reinstall your app (tomboy in my case) and everything works. Hopefully people upgrading from Gutsy to Hardy won't encounter the same problem.
