Bug Description
The cpu topology sibling masks on s390 contain also bits of cpus which are offline. This is different to other architectures, therefore change this to make sure s390 behaves like all other architectures.
Currently this is already a problem, since common code scheduler expects e.g. cpu_smt_mask(cpu) to reflect reality, which is not the case for s390.
