Bug Description
Binary package hint: gnome-panel
In Hardy with gnome-panel 2.21.90-0ubuntu1, the panel no longer accepts any clicks on the top edge. This is true for the menus, the notifcation icons, the window list, the clock, any launcher, and any applet. This is a regression with respect to Gutsy and also violates Fitts's Law, the #1 rule of GUI design.

You are using compiz, right? Reassigning to the window manager since that's likely due to this one
