Need to be able to de-select devices for certain test-* launchers

It's become apparent that strictly enforcing test cases on the small subset launchers is problematic in that if you only need to test one out of N devices, it's a waste of time to have to wait potentially a full day or more while all N devices are tested unnecessarily.

It's pretty safe, I think, to just allow test case selection on the test-* launchers while still enforcing the test selection and plan selection on the larger certify-* launchers.
