When using use_dhcp: false and use_dhcpv6: true no ipv6 address shows up on the ovs interface

Bug Description

When using dhcpv6 and OVS, OVSBOOTPROTO must be set to "dhcp" in order to see dhcpv6 addresses. Currently it is only set when use_dhcp is true, not when use_dhcpv6 is true.

    Set OVSBOOTPROTO to dhcp when using dhcpv6 with OVS

    In order for DHCPv6 to work with OVS, OVSBOOTPROTO must be set to dhcp.
