Bug Description
With the changes in the application status derived status handling, we now have a watcher where the signalling is coming from the state package, but the data is being read from the model cache.
This leads to a race condition in application status.
By having the watcher come from the model cache itself, we then have a consistent source of information.

We want to remove the model-cache from Juju, or at least the way it's implemented.
