Bug Description
Evergreen version: 3.1+ (any time Angular interfaces are used)
This is so that that updates to the app behind it can be seen by clients immediately. Otherwise changes will show up seemingly randomly even though the code on the server has been updated.
The simplest way to do that is with a small apache config change, branch forthcoming.
