Bug Description

Trying to update "Ubuntu 18.04.4 LTS" to 20.04 LTS on WSL1.
Got an error:

Setting up libc6:amd64 (2.31-0ubuntu9) ...

Seems like sleep dont work in WSL1.

P.S. Workaround: add echo before sleep in these files:
  /var/lib/dpkg/info/libc6:amd64.postinst;
  /var/lib/dpkg/info/libpam0g:amd64.postinst.

After that I successfully update to 20.04 LTS.
