Bug Description
This issue was found in azure : 5.4.0-1013.13 : amd64
Limited to Standard_B1ms only passed on other instances (not tested on Standard_F32s_v2)

Instance has low memory, less than the 4GB recommended. I'm thinking of only running the tests if 4GB of physical memory is available.
