TL;DR 2.11.2 will fix it, so 2.11.1 being stuck in proposed is "correct".
It might even break more than just oca-core.
Once >=2.11.2 arrives it will work and migrate

This bug specifically impacted 2.11.1 and was fixed in 2.11.2 - all currently supported versions are either < 2.10.x or > 3.0.x.
