[CI] ERROR: Could not find a version that satisfies the requirement gitdb>=4.0.1

CI on stable/queens now failing with following error [1] on patch [2].

I found bug with the same error [3] happening on master branch. Maybe Puppet pin has to be done also on stable/queens?

CI jobs are cleared with https://review.opendev.org/#/c/732091, Non CI based quickstart deployment(bash quickstart.sh --no-clone `hostname`) also failing for centos7 releases with same error. ci.centos jenkins jobs are also failing with this[1]. will fire a patch to fix.

    Use upper constraints for quickstart requirements

    With [1][2] only CI cases were handled but also need
    to handle for installation outside of CI.

    Many projects have dropped py2 support and with upper
    constraints when running in py2 distros will ensure
    only py2 compatible dependencies are installed.
