copy_volume_to_image with ceph use rbd export inefficiency

Bug Description

It is inefficiency using 'rbd export' to save volume to local host when executing 'os-volume_upload_image' with ceph backend, and occupy large local resource.

Is it possible to use the way linuxrbd.RBDClient and RBDVolumeProxy in migrate_volume function?
