Bug Description

As far as I can see, https://docs.readthedocs.io/en/stable/webhooks.html requires passing extra custom data in deliveries rather than using the usual signed webhook mechanism. Supporting this seems relatively harmless, and I think we should. We'd just need an extra JSON column that would be used to update the delivery object before sending it.
