We didn't release, we made a release candidate. RDO depends on our RC1 before creating their Ussuri release. The ordering is called out in the release guide.

Is it because TripleO depends on Kolla and RDO depends on TripleO testing?

And yeah, I later read the docs that they indeed have this weird order. I just forgot about it and was quite confused when testing (other folks seem too). Maybe we should call out the fact that kolla rc1 is probably never meant for consumption? (as it soon builds out the next cycle which can be confusing and problematic)

I'm not sure on the exact reason for the dependency, but I think we've wasted some time in the past waiting for each other...

Ack, the saddest thing is that it also affects the source flavour, per https://review.opendev.org/730923 and I do not mean missing binary deps, we seem to grab some stuff for python as well from the system packages and it caused partially-Victoria images (until I switched there). I guess the best resolution is to make a note that RC1 is never gonna be release-like and should not really be used (it's not even good for testing since it brings a mix).
