It takes 10 min to wake-up from suspend

Bug Description

After the update shown below, the problem seems to start appear. When I open the lid or press power button the lamp and cooling fan come on but the screen remains blank. No key or mouse is accepted.

I've tried change boot OS and found "Ubuntu with Linux 4.15.0-101-generic" works fine. Also tried "4.15.0-101-no latency (recovery mode)" but result showed even worse as it never woke up.

version.log shows "Ubuntu 4.15.0-101.102-lowlatency 4.15.18"

It should be one before "Ubuntu 4.15.0-101.102-lowlatency 4.15.18". Sorry I'm not sure exact version of that. Though even previous working version it has taken 1 to 2 min to wake up. GRUB shows another version "linux 4.15.0-99-lowlatency" so this should be the last working version but when I tried this time this version never wake up once goes suspended .

Please note Ubuntu 4.15.0-101.102-generic version works fine as it wakes up in no time when open lid or press power button.
