Ubuntu 20.04 LTS install keymap ignored

Bug Description

When installing Ubuntu 20.04 LTS on a virtual guest I find that, despite selecting US Dvorak on the second dialog box, the box that asks for user and host name is still in qwerty.

Thank you for reporting this issue.

We have seen other similar reports, but they have defied reproduction by the developers who have looked at it. Could you please provide a step-by-step reproducer of this, describing what you type/press at each screen starting from boot? Unfortunately there are several paths for configuring the keyboard and there seems to be a bug in only a subset of these but we haven't figured out which subset.
