Enhancement: Clearer parse message for non-bash scripts

Bug Description

Shell scripts with clearly non-bash filenames and/or shebangs, such as zshrc, #!/bin/ksh, etc. could have a more clear message like "Script is not bash".

Also, such scripts could be treated as warnings, not tripping the final bashate exit code.
