Scroll bar exists in the "Time Zone" dialog of Date and Time applet

Scroll bar exists in the "Time Zone" dialog of Date and Time applet, it should use Moko.

Reproduced steps:

1.Launch Date and Time from Settings.
2.Click "Time Zone" on the 'Time and Date Settings" dialog .

Current results:
----------------------------
In step2, on prompt dialog, "Time zone", scroll bar exists.

Expected results:
----------------------------
Scroll bar should not exist.It should use Moko component.

I set this to low since adding a moko wouldn't improve the usefulness of the timezone picker by much. Also, I tried adding a moko and it didn't work because it interfered with the e-map displayed in the scrolledwindow. The e-map displays the mercator projection zoomed out, then zooms in close when the user picks a specific area. That behavior isn't compatible with moko.

This applet has been removed from moblin-applets because of conflicts with policykit's design. We now install gnome-system-tools instead to get the time applet, so any feature requests would need to be made to the upstream owners at ubuntu.
