Dashboard should get cert from tls relation

Bug Description

The dashboard by default is set to generate it's own self-signed cert for SSL. We should instead explicitly pass one in from the TLS relation, as documented here: https://github.com/kubernetes/dashboard/blob/master/docs/user/accessing-dashboard/1.7.x-and-above.md

That way, if the client is set up to trust the CA (e.g., Vault as intermediate CA with corporate root CA), then the user won't get the untrusted cert error.
