Bug Description

In recover mode, we will mount a tmpfs on /run/mnt/data from snap-bootstrap in the initramfs, like we do in install mode, but we also mount the original ubuntu-data partition at /run/mnt/host/ubuntu-data so that a user may inspect it, etc. while running in recover mode.

However this mount is not persisted across switch root between the initramfs and normal userspace.
