Bug Description

[Impact]

 * UC20 displays consoleconf during installation. But it should not be shown. This is because the device is booted into ephemeral mode, and will be rebooted loosing any consoleconf configuration.

[Test Case]

 * Build new core20 snap with new consoleconf package
 * Build new uc20 image with said core20 snap
 * Boot it, and observe that no consoleconf is shown during install
 * Observe that after reboot, consoleconf is shown.

[Regression Potential]

 * Small change to the consoleconf wrapper script, which is only used on core systems / gettys, and otherwise is coded safely (traps any errors and restarts).

[Other Info]

 * This change is merged into subiquity master & uploaded to groovy.

Accepted subiquity into focal-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/subiquity/20.04.1+git45g5f9fae19ubuntu0.1 in a few hours, and then in the -proposed repository.

build image using dangerous model, and the above core20 that has "ii console-conf 20.04.1+git45g5f9fae19ubuntu0.1" and it does have "Installing the system, please wait for reboot" message. Pressing ctrl+c displays the same message again (as expected).
