Wallpaper not retained between reboots

Bug Description

Linux willem-kubuntu-001 5.4.0-28-generic #32-Ubuntu SMP Wed Apr 22 17:40:10 UTC 2020 x86_64 x86_64 x86_64 GNU/Linux

Running an up to date Kubuntu 20.04.

WHen i change the wallpaper from the default to some wallpaper I downloaded (and used in 18.04), this new wallpaper will show as expected. When I however reboot, Kubuntu reverts back to the default wallpaper.

Edit : in my case it's a clean 20.04 install.

Please let me know if I can provide anymore information.

I have tried to see if the location of the wallpaper is relevant to whether or not the wallpaper is retained. I moved the wallpaper from a network mount to a local mount of the laptop. Unfortunately that does not solve the problem, Is there any log I could have a look at to find some more information?

I have the same issue after upgrading from 19.10. It's not specific to wallpapers either. For instance I can switch to Haenau or "Image of the day" with some random provider... whatever I pick, soon as I log out and back in again I am greeted to a black background.

Same behavior in folder and desktop view.

Just to make clear that I'm my case it's not an upgrade, but a clean 20.04 install.

I was looking for a solution to an unrelated problem, where in the tray it looked like my widgets were locked like I was used to from Plasma in 19.10, but I could still add widgets etc.
So my search landed me on this video https://www.youtube.com/watch?v=VMVsKEiQvO4

I figured that hey maybe the issues are related, so I first issued: qdbus org.kde.plasmashell /PlasmaShell evaluateScript "lockCorona(false)"

And then since I actually do want my widgets locked I ran: qdbus org.kde.plasmashell /PlasmaShell evaluateScript "lockCorona(true)"

Now, after setting my wallpaper and logging back in, now it stays saved.

@hatbollen, I tried the 2 commands but that did not resolve the issue. My wallpaper still reverts to the/a default after rebooting.
