Ruby warnings on puppet run on Focal

On Focal Fossa, running the command 'puppet agent -t' will output dozens to hundreds of lines of warnings:

This is not dependent on our puppet modules, but the puppet and ruby versions in Focal, which seem to be incompatible. To be more precise, the ruby version is too high for puppet:

This is highly inconvenient because currently we don't really know what works and what doesn't.

Just a note, I am affected by this and also two other warnings:

Looking at the above link to Puppetlabs ticket, their recommendation is that users do not rely on Ubuntu package and use packages from apt.puppet.com however that's not an option for me. My platform is arm64 and there are not appropriate packages in that repo, so I have to use Ubuntu ones.
