fractional scaling with Nvidia driver 440 on Ubuntu 20.04 does not work

Bug Description

After applying fractional scaling to 125 % I see around three quarter of the workspace, the other part of the workspace I can see if I go to the border of the screen with the mouse. The workspace starts to 'scroll'. Everything is quite 'big' maybe on a level of 200 % scaling.

Ubuntu 20.04, Nvidia GTX 1070, Nvidia driver 440.
