chromium-browser is now replaced by the chromium snap.
Problem:
1) You start chromium (for me the browser is running for weeks/months).
2) Suddenly snap updates chromium (without asking before) - you get a message in gnome-shell (but you can't reset browser by click)
3) So no restart
4) Problems begin:
4)a) Close-Button, etc. disappears
4)b) red poins (app icon in dock) disappear
4)c) clicking app icon in dock does not show your chromium-windows. only "open new windows" is possible. but there are instances running...
The notification is a stop-gap measure, it's not a perfect solution but it strongly suggests to the user that they should restart chromium themselves. See bug #1616650 for more details about this problem (I'm marking this bug a duplicate of that one).
