[Wishlist] Add --keep-machine option to remove-application and remove-unit commands

Bug Description

It would be very useful to have the `remove-application` and `remove-unit` commands grow a `--keep-machine` option. This is mainly because it can take a non-trivial amount of time to destroy a machine and provision a new one, especially when the machines are large physical machines.

I see this in the documentation but I do not believe it reflects current functionality:

"By default, when a machine is removed, the backing system, typically a cloud instance, is also destroyed. The --keep-instance option overrides this; it allows the instance to be left running." [1].

I think `--keep-machine` should be used in preference to `--keep-instance` in order to be consistent with the term "machine" (e.g. `add-machine`; `remove-machine`; "machine ID"; etc).
