Unable to create VMs with virt-install

Bug Description

When launching a VM with virt-inst on focal it is now failing with the error on the debug output here: https://paste.ubuntu.com/p/jvw3pS6249/

Since the legacy installer is no longer available, is it correct to say the workaround is no longer an option?

I am unable to even get started with a 22.04 server VM install on my Ubuntu 22.04.4 server host.
I submitted bug #1950914 months ago, and wonder if it is duplicate with this bug. I use this command:

virt-install -n serv-jj -r 8192 \
--disk path=/home/doug/vm/serv-jj.img,bus=virtio,size=50 \
-c jammy-live-server-amd64-2022-04-21.iso \
--network bridge=br0,model=virtio,mac=52:54:00:27:1c:6e \
--video=vmvga --graphics vnc,listen=0.0.0.0 --noautoconsole -v --vcpus=4
