Bug Description

I get error like `usb1-port1: couldn't allocate usb_devices` when kernel boot, and all usb devices will not available after startup.

I verified it on two same machine, and get same error.

My environment information:
preinstalled-image: Ubuntu-server focal preinstalled image daily build 0417
linux-raspi2 version: 5.4.0.1008.8
linux-firmware-raspi2 version: 1.20200212-0ubuntu1
machine: raspi 4

5.4.0-1008.8 is a very old kernel. Can you try the latest image from http://cdimage.ubuntu.com/ubuntu-server/focal/daily-preinstalled/current/ which currently contains 5.4.0-1012.12.

Confirmed, USB works when using the using kernel 5.4.0-1012.12. Unfortunately, Ubuntu still distributes the known bad version by default though (https://ubuntu.com/download/raspberry-pi).

Issue is back in linux-raspi-5.15.0-1041 and later. It appears an upstream change was brought back breaking this again. I ended up having to manually revert to 5.15.0-1040 in order to resolve this.
