[Bluetooth Bose Headphones, playback] Sound plays exclusively from laptop speakers even when headset is selected as output device

Bug Description

The computer will not send any sound output to the headset, and instead does all playback through the built in speakers. If headphones are connected by AUX sound will be sent there.

Bluetooth media buttons work - I can pause music by tapping the bluetooth headset.

If I change bluetooth audio quality the headset makes a notification sound, but playback continues as before through computer speakers.

Audio tests (front left, front right) are also channelled through computer speakers.

The same headset with the same setup worked flawlessly in 19.10.

Thank you so much for your work! 20.04 is a joy to use.

Edit: I tried deleting .config/pulse. This didn't make any difference.

Note that:

 * after you delete ~/.config/pulse you at least need to log out and in again.

 * even if deleting ~/.config/pulse doesn't work then we should use bug 1866194 still. The workaround is also not confirmed to work in that bug, but it's the same bug.
