Desktop Icons do not update themselves

Bug Description
When saving a file to the desktop in Kubuntu 19.10 64Bit (probably plasma-desktop 4:5.16.5-0ubuntu1 ?) it does not show up right away. I have to press F5 to make it appear - or use Dolphin to look at the Desktop-folder to see the new file.
I therefore assume that the Desktop does not update itself.
This behavior can also be seen when I delete or move a file:
In that case the icons for the files "stay" on the desktop even though Dolphin clearly shows that the move / delete has been successful. Again: I have to press F5 to make the Desktop update itself.
