Bug Description
The only relevant-looking logs are from test:
+ openstack baremetal driver list
+ grep fake-hardware
+ echo 'No active conductors with fake-hardware driver'
No active conductors with fake-hardware driver
+ exit 1
No errors in logs of services.
So far spotted only on Stein branch (Train not affected).

It has the fake-hardware driver configured.
